In accordance with the Memorandum of Understanding between the City of Cleveland and the ADAMHS Board of Cuyahoga County, the Mental Health Response Advisory Committee (MHRAC) submits an annual report each year. The MHRAC officially submitted the MHRAC 2022 Annual Report to the City of Cleveland and the ADAMHS Board of Cuyahoga County on January 31, 2023.

The Settlement Agreement between the City of Cleveland and the Department of Justice required that the MHRAC be developed by the City and the Cleveland Division of Police. The City selected the ADAMHS Board to assist with establishing and implementing the charge of the MHRAC. An Annual Report is submitted each year to outline the work of the MHRAC. Cleveland Police Monitoring Team Plan

The Cleveland Police Monitoring Team Plan was an initial draft of the Cleveland Police Monitoring Team’s plan for monitoring the Consent Decree between the United States and City of Cleveland, addressing the Cleveland Division of Police, during the first year of monitoring, from February 1, 2016 through January 30, 2017. This Plan was intended to provide a clear, unified structure and framework for the day-to-day and week-to-week efforts that stakeholders from across the Cleveland community need to undertake to ensure that the Decree is ensuring officer safety, public safety, and constitutional policing in a manner that is consistent with the values of Cleveland’s diverse communities.


MHRAC Work Plan

Each year, the MHRAC creates a work plan to successfully meet the goals outlined in the MHRAC task force recommendations and in compliance with the City of Cleveland Settlement Agreement.
