The ADAMHS Board welcomes proposals from qualified vendors for a variety of services and projects. This page provides a comprehensive list of current Requests for Proposals (RFPs) and Requests for Information (RFIs) that are open for submission. Please review each opportunity carefully to determine if your organization is eligible and interested in submitting a proposal. The following requests are currently open:

Changing Our RFP Process and 2025 Funding Plan

The ADAMHS Board has identified three top service priorities for the 2025 funding cycle:

  • Case Management
  • Certified Prevention Services
  • Crisis

Since our last comprehensive RFP, the mental health and substance use disorder field has undergone significant changes. The pandemic highlighted behavioral health, accelerated the adoption of telehealth and highlighted the system’s extreme workforce shortage. State initiatives like Mobile Response and Stabilization Services (MRSS) and Resilience through Integrated Systems and Excellence (OhioRise) have also transformed service delivery for children and families. Crisis services continue to garner increased attention from the state and the community, often serving as the entrance to our system.

Additionally, results of our racial and health equity system analysis offered recommendations to enhance prevention services that better reach marginalized communities.

With the three new priorities in mind, along with the current behavioral health landscape, we are issuing RFPs for 2025 funding but ONLY for the following services:

  • Children’s Behavioral Health Services
  • Certified Prevention services for all ages
  • Adult Care Facilities (ACFs)

CASE MANAGEMENT:

We will not issue a Request for Proposal (RFP) for Case Management services, which is a crucial component of our system. Instead, we will address this priority through the Board Training Institute by creating and offering a free course of study for providers. Additionally, we will review the current Case Management services offered by our providers.

CRISIS:

We will not issue an RFP for crisis services due to our ongoing expansion efforts. These include the care response pilot program, collaboration with OhioMHAS on a crisis center in Cuyahoga County and the newly opened stepdown/step-up facility at Orca House; and joint work with Cuyahoga County administration on the Children's Wellness Campus and operation of the Diversion Center. These crisis initiatives, along with our existing services like mobile response, the hotline, and crisis beds for children, will continue to be a priority.

We expect most of our programs and services to continue receiving funding in 2025. This means they won’t need to submit an RFP to the ADAMHS Board. However, we will review programs and may adjust funding to prioritize services that best meet community needs, reduce overlap, and maximize resources.

We plan to maintain our overall system budget in 2025 but aim to optimize funds by focusing on high-performing programs and helping providers offer adequate compensation to their staff. Behavioral Health Treatment Services will remain in pooled funding.
