The Care Response Pilot Program was developed by the Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board of Cuyahoga County as a solution to address the critical need for specialized mental health crisis intervention in our community. Recognizing that traditional emergency response mechanisms often do not adequately meet the needs of individuals experiencing mental health crises, local health authorities and city officials began exploring more tailored approaches.

Development Timeline

  • Initial Discussions and Research (Started 2022): The care response pilot is truly a community effort. It grew out of yearslong discussions between the Alcohol, Drug Addiction & Mental Health Services (ADAMHS) Board of Cuyahoga County, community leaders, advocates, and behavioral health providers. Extensive research was conducted, including best practices, successful models from other cities, and incidence of mental health crises was funded by Gund Foundation, Cleveland, and Mount Sinai Health Foundations.

    In late 2023, ADAMHS began discussions with the City of Cleveland’s Department of Public Health and FrontLine Service about a potential pilot.

  • Community Engagement (Began in January 2024): Early in the care response pilot’s development, community leaders, healthcare providers, and residents were encouraged to participate in discussions about the potential program. Their insights were crucial in shaping the pilot’s approach, ensuring it met the needs of the community, would be culturally sensitive, and would effectively integrate into the existing healthcare infrastructure. Community engagement efforts will continue throughout the pilot program.
     
  • Pilot Program Development (Began in January 2024): After finalizing the program structure and receiving community feedback, program development began in earnest. This included recruiting and training the specialized teams and establishing the program’s technical and logistical requirements.

  • Official Launch (September 2024): The pilot program officially launched from 7:00am to 5:00pm in mid-September 2024, with a plan for continuous evaluation and adjustment based on feedback from users and continuous community engagement. The program’s launch coincides with a public awareness campaign to educate the community about the new service.

  • 24/7 Program Availability (planned for early November 2024): coming soon.
